How to use API on Windows

I want to know to interface with SDC 2130 from visual basic C.

At first when I download Application Programming Interface from this website I download both (Windows and Linux API) after that I learning about C++ code
and tryout to code with Hyper terminal setting com port, baud rate 9600, connect with USB is not work.

Our controllers run on the 115200 baud rate. You'd want to be connected via serial.
