SDC2160S not working using RS232 or PC utility

I recently purchased an SDC2160S motor controller. I am trying to verify that it works using a power supply (12 V) and a motor. Using both the PC utility and a microcontroller (RS232) I have not had any success in driving the motor. After turning the motor up to full speed, I am getting 0V from the motor leads when measured using a digital multimeter. I have flashed the most recent firmware for the controller (1.8) from your website. I am using Roborun+ Rev 2 (3/8/19). I am trying to drive a 12V three amp max draw motor. I would appreciate any help in resolving this issue.
