Analog voltage issue, MDC2460

I'm having an issue with an MDC2460, using a 0-5v joystick I'm getting a reading above 2.5v when connected to the analog input of the roboteq, but 2.5v when not connected, causing the drive to move when the joystick is in neutral position.
