Unable to install under Windows 7 x64

Hello,

I am unable to install a PC software on my Windows 7 Pro x64 laptop.
The installation gets stuck when progress bar is around 60%.
When it is stuck, I am unable to close it. If I force-close it via task manager (processes), window remains open.
I close it by logging off, but after logging in Windows says a setup is still running and can not start another one.
After full restart, when I start the setup, it says it will resume, and of course gets stuck again.

Tried without luck:
lower windows compatibility OS,
Run as admin,
Run directly from C and from user's downloads folder
Get latest updates, including .net redistributable

Other options??

It runs ok on my stationary PC with same software.

Did you actually extract out the installation files from the compressed folder?

If the process says it is open already, you select it, and click "End process". Sometimes it doesn't work so you have to restart pc when that happens.

Yes, I extract it.

I have finally managed to install the program. After some searching, I have found a microsoft utility that helped me to roll back the unsuccessful setup and then it went fine the next time.
