Lag between 2 motors connected to the same controller

List of equipment i am using: Super Mega Bot (Inspector bots) - 2 Roboteq HDC2450 Motor controllers, 4 Incremental Encoders(AMT102V CUI INC encoder)(Currently only 1 motor controller is being used and 1 encoder is connected).

So, currently only 1 controller is being used to control all 4 motors. So, 2 motors are recognized as Motor 1 on Roborun 1 and they get the same command. However, the encoder values from both show that one of the motor is running at about 20 rpm lower than other( ). Any suggestions on how to solve this problem and have then run at the same rpm?

Do you have a Tachometer so that you can confirm this difference?

No. I don't. And similar difference exists on the right side wheels as well.
