Digital outputs on SDC2160 not fully closed in inactive state

We have LEDs connected between digital outputs and +24V supply voltage. DOUT1/2 are configured with "active level: low".
When outputs are active the LEDs are fully lit. When outputs are in the inactive state there is about 13V voltage on the LEDs, resulting in very faint glow.
Why are output FETs not fully closed and can this be fixed somehow?

There are no wiring. Try the following. Connect 24V to controller and measure voltage on DOUT1 and DOUT2. In our case it is not zero.

To answer my own question, the controller uses MOSFET (1NV04DP) with very high leakage current, up to 75uA. This is sufficient for most LEDs to dimly glow.
