I have this hub motor wheel that I want to connect to the HBL2350 BLDC motor controller. However, I am not sure about the hall sensor wiring. I have followed your advice, and have permanently connected the motor wires and I went through the 6 combinations of the hall sensor wirings and tried to run the motor using the RoboRun PC utility, but I can't get the motor to move an inch in all combinations

You need to disable the watchdog; it is set at one sec by default.
Go in Roborun+ console and use the commands:
^RWD 0 to disable
~RWD to query.
