VDC2450 using Digital Output for Break control, very low voltage

The documentation states that the output voltage for a Digital Out should be a max of 40vdc. When I'm powering the VDC2450 with 24 volts, I only get 350mv out of either of the two digital outputs. I need at least 3vdc to trigger a relay for wheelchair motor breaks. Is there something I'm missing? I have the digital out set to "Break Control" and have tried all three Motor Control options, (1,2,3), the output doesn't change.

I'm trying to control an old wheelchair base with the stock motors, batteries etc. I need to control the breaks on the motors. I'm trying to use a relay that requires 3vdc to 36vdc to trigger the relay.

Any help is appreciated. I'm a newbee to the Roboteq.

The digital outputs, are like a switching ground connection. Refer to page 43 of the user manual for the connections.
