SDC2130 Not detected by PC

Hi

I have 4 units of SDC2130 has not been used for a while. Recently took them out to power up, 1 of the 4 cannot be detected by the PC. Did the Pad 5 short the top most left and right connection, but to no avail, still don't work after I power cycle the board. All boards are powered external while USB is connected to PC. LED for the undetected card is red and blinking like normal.

Any tips to find out what is wrong with it.
