I'm having some difficulties understanding.

As far as it goes, does the motor spin like it should without the need for help by hand in open loop?

If so, make sure you set the closed loop feedback to hall sensors if you are using the hall sensor as feedback, or to "Others" for encoders.

In speed mode, it will run primarily on the "I" gain.

P = 0
I = 2
D = 0

Add more I gain as needed to get as close to speed as possible. Add D gain, but not too much to give the command change over a boost. Then add P gain in very small amounts (0.3 to start if needed) to get to speed.

Make sure to adjust your speed and acceleration values as needed.

Speed mode is I gain, not P gain. In open loop, the motor should run smooth. If it isn't smooth, then likely either your hall sensors are not 120 degrees out of phase, or the UVW pairing combination is not correct.

If it isn't enough power, then you need to adjust your I gain higher. The P gain is minimal. You speed and acceleration parameters also need to be adjusted.
