It could be that the restart isn't sufficient enough to do a complete power down. The capacitors are likely still holding a charge long enough that the ram data is not cleared.

Yes, you could be right, though I'd have thought that a logical reset of all chips and c_startup() would zero/reload memory etc. I'm not sure there's an actual need to electrically shut the system down. but maybe there's a hole in the initialisation procedure somewhere which means it doesn't really reset unless the power goes away.
Anyway, worth knowing and power off is a sufficient workaround I'd say.
